I am spanked as foreplay before sex and have been since I was 18. In the beginning before I was experienced just the spanking was erotic enough to arouse me. When I first encountered an experienced guy who knew what he was doing with a girl across his lap, genital stimulation very definitely increased my speed of arousal. The rapidity and severity of the spanking also increase the rate of arousal.

I must say, however, than my time of month has a lot to do with it. Earlier in my monthly cycle (near ovulation) I am much more sensitive and it does not take much stimulation (either by spanking or by genital means) to arouse me. Later on it may take considerably more, and sometimes it does not work at all. So timing is very important as it turns out, for me at least.
