the other day I was at my local shopping center when a woman pulled her daughters skirt up (she looked about 14) and pulled her panties down then started spanking her.
Is this right?

It depends on what she did to get spanked.

If it had actually happened,in today's climate, the mother would have been hauled away to the slammer on assault and child abuse charges.
N0, I do not think it would be "right" for a mother to do that to a child of any age.
More realistically, it would have been a case of "wait til we get home."
Not even go any into the debate of whether a 14 year old should be spanked under any circumstances.
